Singapore - Facilities Manager

Facilities Manager The Facilities Manager must be a team player and work with other members of the team to meet all key performance indicators as set out in the management contract.

Responsibilities

--Evaluate the vendor procurement and management practices of the various sites and ensure renegotiation and tendering, including tender documentation; evaluation of tenders and preparation of contracts is in accordance with the agreed procurement guidelines

--Benchmark services across properties within the country as well as across the region as required

--Administer the virtual approval process for contract execution

--Co-ordinate and monitor the contractor management program

--Implement a comprehensive energy management program

--Implement building procedures and performance measures to ensure simplification and accuracy of work methods and reliability of systems. Local and/or regional consistency will be of importance

--Implement a Preventive and Planned Maintenance programme to minimize maintenance, repair and replacement costs together with minimizing the risk of site failure

--Ensure that the team liaises closely with Solutions Group for procedures to ensure service standards are maintained

--Recommend continuous quality improvement practices across the sites, ensuring initiatives in one site or country are followed up in other sites to maximize the benefits

--Ensure consistency of regional policies & procedures with constant updating of OneView and that all staff have adequate familiarity with the systems as well as policies

--Implement, comply with and audit all internal management systems, for quality assurance

--Assist Assistant Facilities Manager or Facilities Coordinator with the coordination of Churn and other relocations activities

--Ensure all Critical Environment (CEM) requirements are met

--Ensure all Reactive Maintenance is completed as per agreed timeframes

--Ensure all Financial Management requirements are completed in a timely accurate manner

--Assist in implementation of a property risk management program which identifies major property risks including occupational health and safety, fire safety and essential services and environmental

--Ensure critical operations and sites are identified across the region

--Ensure data integrity of all systems across the region and audit data from time to time

--Develop guidelines and strategies to protect health and safety of staff and others

--Ensure disaster recovery and business continuity planning is implemented and maintained across the sites

--Ensure escalation procedures are in place and observe for incident and problem reporting

--Develop initiatives and strategies that lead to cost savings and service improvements

--Evaluate service response time and analyse occupants’ service request trends and suggestions

--Ensure feedback from client sessions is recorded and actioned to the satisfaction of the end user

--Review monthly financial reports including the preparation of accruals and variance analysis with Senior Facilities Manager and Asset Management Team (as required)

--Assist in the budgeting and recommit process including reviews with Senior Facilities Manager and Asset Management Team (as required)

--Administer the OneView website and ensure that all reports and other relevant data are regularly updated

--Ensure the team is well trained on all facilities policies, procedures and systems. Work closely with the Account Team to devise new and innovative methods of learning built around skill development, leadership and succession planning

--Assign buddies for new team members to ensure team work, consistency & rationalization of the team

Requirements

--Ensure KPI Targets for the Account are met

--Interpersonal skills with a strong client focus

--Team Leader with line management skills and the ability to delegate

--Technical comprehension and experience with performance based service contracts and vendor management

--Knowledge of occupational safety requirements

--Strong budget management and financial analysis skills
